Roles & Responsibilities

The Regional & Practice Leader is responsible for leading a multifunctional team focused on resource management, subcontracted service delivery, including supplier and contractor management, resource optimization, and people development. This role integrates practice management to support operational excellence and compliance, oversees resource management to ensure optimal allocation and scheduling, and drives people engagement. The Practice & Regional Leader aligns subcontracting strategies and resource utilization with organizational objectives, ensuring high-quality service delivery, strong supplier partnerships, and efficient resource planning across all service teams.

Key Responsibilities:

Regional Team Management

North America (Resource Management & Subcontracting):

  • Provide direct leadership, coaching, and career development for the North America resource management and subcontracting teams.
  • Oversee resource allocation, recruitment, onboarding, training, and employee engagement initiatives within North America.
  • Conduct regular performance reviews for North America teams, set objectives, and support ongoing professional growth.

EMEA (Subcontracting & Billing):

  • Provide direct leadership, coaching, and career development for the EMEA subcontracting and billing teams.
  • Oversee recruitment, onboarding, training, and employee engagement initiatives for EMEA's subcontracting and billing functions.
  • Conduct regular performance reviews for EMEA teams, set objectives, and encourage ongoing professional development.

Operational Oversight

  • Coordinate with legal, procurement, finance, and risk functions to ensure adherence to policies, standards, and reporting requirements.
  • Ensure accurate documentation, reporting, and audit readiness of all subcontracting activities.

Resource Management & Capacity Planning

  • Lead the resource management function to optimize allocation and scheduling of internal and external resources (including subcontractors) for projects and customer needs.
  • Collaborate with project and delivery managers to forecast demand, plan resource capacity, and address skills gaps or surpluses.
  • Maintain an up-to-date view of resource availability, utilization, and pipeline; adapt plans to ensure efficient delivery and client satisfaction.
  • Implement and maintain tools and processes for real-time resource tracking, reporting, and future workforce planning.

Global Subcontracting Practice Management

  • Develop, implement, and enhance global best practices, processes, and methodologies for subcontractor and supplier management.
  • Promote quality assurance, risk mitigation, compliance with Oracle standards (legal, information security), and achievement of SLAs.
  • Collaborate with business and technical stakeholders world-wide to ensure subcontracting function aligns with organizational goals.
  • Monitor KPIs and act on process and performance improvements.
  • Lead key initiatives and new project implementations.
  • Track team KPIs and identify areas for improvement.

Requirements:

  • Proven experience in practice management, people leadership, resource management, and supplier/subcontractor oversight.
  • Strong understanding of vendor management, resource planning tools, and compliance requirements.
  • Excellent analytical, negotiation, and stakeholder management skills.
  • Experience working in complex, multi-vendor, service-oriented environments is highly desirable.
