Roles & Responsibilities

Within delegated authority, the Crime Prevention and Criminal Justice Officer (Training) will be responsible for the following specific duties:

  • Contribute to the development, adaptation and refinement of PCCP training curricula in Arabic and English to profile and select high-risk containers in the containerized trade supply chain for PCCP training in Lebanon and the Middle East and North Africa (MENA);
  • Develop new syllabus material, plan, organize, coordinate and deliver training courses.
  • Assess current and previous PCCP training activities in Lebanon and MENA in the risk-based approach to selection of containers for physical examinations;
  • Establish plans for implementation of improved measures;
  • Participate in initiating, coordinating and contributing to the development of new training syllabus to support and sustain the programme goals and outputs.
  • Organize, coordinate, conduct and implement Arabic and English PCCP training courses, seminars, working groups, and workshops in Lebanon and, if necessary, in the MENA region, including but not limited to training in the use of specialised databases, information gathering from open sources on the internet and the analysis and dissemination of operational intelligence, in Lebanon and MENA in coordination with the UNODC implementing partner, the World Customs Organization;
  • Participate as a trainer and resource person and deliver presentations as required.
  • Deliver PCCP training on strategic trade and export control, i.e. control of import, export, transit, and transshipment of commodities subject to licensing or authorization, such as strategic trade and dual-use goods, including Chemical, Biological, Radiological, Nuclear (CBRN) materials.
  • Participate in coordinating the implementation of project training plans; Validate the supply of equipment and monitor their use; Prepare as directed, jointly with project staff, all necessary project progress reports and project segment implementation delivery rate reports.
  • Support and promote the expansion of the projects to new countries and help secure Government agreement, including in French speaking countries in MENA;
  • Provide support in identifying partners to join the Passenger and Cargo Control Programme or to other related UNODC projects.
  • Undertake general and administrative arrangements, including preparing funding requests, and liaising with national authorities and international organizations;
  • Support fundraising activities and identify private sector sponsors, and follow-up on outreach or correspondence with potential contributors.
  • Promote UNODC s menu of services and portfolio growth under UNODC mandate areas.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Ensure that requirements, background information used for data analysis are documented.
  • Perform other work-related duties as required.

Desired Candidate Profile

Advanced University degree (Master s degree or equivalent), in criminology, political science, public administration, international relations, security studies, economics, accounting, finance or related field is required. A first-level university degree in similar fields with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
