Job Description
Construction Specialist Dry Utilities (Airfield) Parsons Corporation Riyadh, Saudi Arabiabr>br>Position Overviewbr>The Construction Specialist Dry Utilities (Airfield) role is a site-based inspection and compliance position supporting dry infrastructure works on a major airport airfield and runway development project in Riyadh, Saudi Arabia. The role focuses on verifying construction quality, ensuring compliance with approved drawings and aviation authority standards, and supporting safe, coordinated delivery of airfield dry utilities systems.br>br>Key Responsibilitiesbr>br>
- Carry out detailed inspections of dry utilities works including duct banks, cable trenches, manholes, handholes, and associated civil works
- Verify construction activities comply with approved drawings, specifications, inspection and test plans, and method statements
- Witness inspections, testing, and approvals in coordination with QA and QC teams and consultants
- Monitor installation of power, lighting, communication, and control duct systems supporting airfield and runway operations
- Ensure compliance with aviation authority requirements for airfield lighting, navigational aids, and supporting civil infrastructure
- Check workmanship, materials, and installation methods to ensure quality, durability, and compliance
- Coordinate with civil, pavement, wet utilities, and MEP teams to manage interfaces and prevent clashes
- Liaise with contractors, subcontractors, and consultants to resolve inspection comments and deficiencies
- Support alignment between airside systems and associated infrastructure works
- Prepare inspection reports, site observations, and non-conformance reports
- Maintain inspection logs, checklists, and compliance records
- Support preparation of as-built documentation and handover packages
- Ensure all inspected works comply with approved HSE plans, risk assessments, and method statements
- Monitor safe working practices in trenches, excavations, and airside-controlled areas
- Ensure compliance with permit-to-work systems and airside safety procedures
Desired Candidate Profile
Ideal Profile
- Bachelor s degree in Civil Engineering, Electrical Engineering, or a related discipline
- Minimum 8 years of experience in dry utilities construction or inspection roles
- Experience on airport, airfield, runway, or major infrastructure projects is highly preferred
- Strong knowledge of dry utilities systems including duct banks, cable containment, and associated civil works
- Ability to interpret construction drawings, specifications, and inspection and test plans
- Strong inspection, reporting, and quality control skills
- Proficiency in MS Office and inspection reporting tools
- Excellent attention to detail and clear communication skills
- Experience working in airside or operational airport environments
- Familiarity with aviation authority standards for airfield infrastructure
- Knowledge of QA and QC processes, NCR management, and close-out procedures
- Experience using document control systems such as Aconex or similar
- Relevant inspection or quality certifications are an advantage
