Roles & Responsibilities

Parsons is seeking a highly experienced Construction Manager Dry Utilities to lead the planning, execution, and delivery of all dry utilities infrastructure on a major airfield development project. The role involves managing civil and utility construction works, including potable water, sewerage, stormwater, electrical ducts, telecoms, and other underground services.

What You ll Be Doing:

  • Develop and implement construction strategies, work plans, and schedules for dry utility works.
  • Coordinate with design, procurement, and project management teams to ensure timely delivery of materials and resources.
  • Monitor progress against the project schedule and proactively address delays or resource constraints.
  • Supervise construction teams, subcontractors, and site engineers to ensure adherence to design, quality, and safety standards.
  • Ensure optimal utilization of equipment, labor, and materials.
  • Conduct site inspections, progress reporting, and technical reviews regularly.
  • Act as the primary interface with utility authorities, local government agencies, and other stakeholders.
  • Manage subcontractor performance, scope adherence, and contractual obligations.
  • Coordinate integration of dry utilities with civil works, airside/landside systems, and terminal facilities.
  • Ensure construction activities comply with HSE regulations, airport safety protocols, and environmental standards.
  • Implement risk mitigation measures and supervise corrective actions.
  • Monitor compliance with contractual requirements, specifications, and industry standards.

What Required Skills You ll Bring:

  • Bachelor s degree in Civil, Mechanical, or Electrical Engineering or related field.
  • Minimum 15 years in construction management for dry utilities or large-scale infrastructure projects.
  • Prior experience in airport, airfield, or critical facility projects is highly preferred.
  • Expertise in underground utilities construction, ducting, pipelines, and associated civil works.
  • Strong project planning, scheduling, and resource management skills.
  • Proficient in MS Project, Primavera, AutoCAD, and construction documentation.
  • Excellent leadership, coordination, and communication skills.
  • Professional certification such as PMP, PE, or equivalent.
  • Experience with airport operational standards, security-sensitive sites, and utility integration.
  • Knowledge of BIM, 4D scheduling, and construction management software.

Desired Candidate Profile

The ideal candidate will have 15 years of experience in large-scale infrastructure projects with proven expertise in dry utility construction, stakeholder coordination, and site management.
