Roles & Responsibilities
Primary Purpose of the Role
The Commercial Manager will lead and manage a team of Estimators and Quantity Surveyors, overseeing both pre-contract and post-contract commercial activities. The role is accountable for ensuring efficiency, cost-effectiveness, compliance, and quality in all commercial operations, while supporting business growth and maintaining strong client and stakeholder relationships.

Pre-Contract Services
- Identify new business opportunities and potential clients.
- Conduct market research to stay informed on industry trends, market conditions, and competitor activities.
- Supervise the preparation and submission of pre-qualification documents to relevant agencies.
- Identify potential tenders, secure approvals, and manage the collection of tender documents.
- Review tender reports and ensure accuracy and compliance.
- Evaluate subcontractor offers, lead negotiations, and finalize agreements.
- Review and approve schedules of rates prepared by the Estimation team.
- Prepare and present tender executive summaries for Management approval.
- Collaborate with the Management team to finalize tender submissions.
- Follow up with clients on tender submissions and outcomes.
- Review and approve quotations for “small jobs,” ensuring proper finalization of contracts.
Post-Contract Services
- Assist the General Manager in negotiating and finalizing contracts with clients, suppliers, and partners.
- Ensure all contracts comply with company policies, legal standards, and regulatory requirements.
- Monitor contract performance, address variances, and resolve commercial disputes.
- Build and maintain strong relationships with clients, subcontractors, and stakeholders.
- Act as the primary point of contact for all commercial activities.
- Develop, monitor, and manage project budgets, ensuring cost control and financial efficiency.
- Analyze financial data to identify opportunities for cost savings and revenue growth.
- Review subcontractor and supplier offers for compliance with contract requirements, lead negotiations, and support finalization.
- Finalize sub-contract agreements and purchase orders.
- Oversee resource utilization for “small jobs” to ensure efficiency and profitability.
- Act as a liaison between the company and client representatives to maintain high levels of customer satisfaction.
- Identify, prepare, and submit claims in coordination with site teams where necessary.
- Support site teams in all commercial matters, including attending commercial meetings and finalizing variations.
- Lead, mentor, and develop a team of commercial professionals, fostering a culture of performance, accountability, and continuous improvement.
Desired Candidate Profile
Qualifications and Experience
- Bachelor’s degree in Civil Engineering (BSc).
- RICS or equivalent CRPEP certification is required.
- 10–20 years of experience in both Pre-Contract and Post-Contract commercial works.
- Proven leadership experience in managing estimation, tendering, and contract administration teams.
- Strong knowledge of ERP systems and estimation software (preferred).
- Excellent negotiation, communication, and stakeholder management skills.
- Solid understanding of legal, contractual, and financial principles.
- Demonstrated ability to analyze financial data and drive cost optimization and revenue growth.
