· Review in detail tender documentation conditions, scope of work and specifications.

· Undertake site visits at tender stage and prepare report citing conditions not stipulated in tender documents but to be included in costing.

· Provide Bills of Quantities and quantity take-offs from tender documents, using appropriate software tools

· Review customer provided "Division of Responsibilities, Preambles, Scope, etc.” and issue required clarifications.

· Getting back up offers from suppliers & sub-contractors for outsourced works.

. Prepare cost estimates for each type of works considering latest materials, labor, equipment, etc. rates. Keep updating the data base every 3-month based on market.

· Review layout and building arrangement drawings in coordination with Head of Civil & Design Coordinator to provide cost optimization suggestions.

· Provide accurate Civil works cost estimates for lump sum & re-measurable tenders while ensuring completeness of scope cover.

.Prepare list of “qualifications / exceptions if any’ for submission with bid.

. Identify tender financial risks & assessment report.

. Review subcontractor / supplier offers in line with tender document and prepare comments & recommendations.

. Participate in Subcontract & supplier negotiations and prepare subcontract documentation.

. Prepare monthly financial status & cost control measures ‘as we go’ on monthly basis to ensure project being executed within agreed budget. Raise alarm with control measure in case of any increase in cost from budget.

. Provide price schedule breakdown and invoicing procedure for Contract Civil Works.

. Review contract / sub-contract conditions and ensure necessary contractual notifications (Variations / claims) are issued to the customer / suppliers with supporting documentation within timeline stipulated in the contract / sub-contracts.

Follow up & ensure that Project Team maintain records of all variations / change orders / claims.

Review and provide documentations to counter variations and claims raised by the subcontractors / suppliers / customer.

Prepare Review & evaluate final accounts with respect to contract price.

Abide by company business policies, ethics & HSE requirements.

Competencies:

· POMI, Quantity take-off, Rate Analysis, Costing, Estimation & Bidding.

· Estimation formats, Market Prices & trend, Substations

· MS Office, Excel, MS Outlook, software/tool for accurate qty. take-off

Required:

· Degree / Diploma in Civil Engineering.

· Min. 10 years estimation & costing experience.

· Has lead team of quantity surveyors for more than 4 years

· Has worked in multi-cultural environment.
