Roles & Responsibilities
Job Responsibilities
- Contribute to the development and implementation of the annual business plan, and target and implement the strategic agenda of the TRSUC Technical Survives function to deliver TRSUC s and RSG vision and mission.
- Ensure that the wet utilities generation & transmission strategy is translated into operational business plans for the TRSUC Technical Services function and monitor the performance and execution of those plans to achieve functional objectives and deliver the company s strategy.
- Identify opportunities for infrastructure improvements, capacity expansions and technology upgrades to enhance the performance and reliability of wet utilities generation and transmission.
- Develop and implement strategic plans and functional roadmaps for the generation & transmission of wet utility initiatives aligned to TRSUC goals.
- Provide direction to the wet utilities generation & transmission team, fostering a culture of collaboration, innovation and continuous improvement.
Wet Utilities Technical Services (Generation & Transmission) Responsibilities
- Lead & guide the generation & transmission team to contribute towards the design, construction and testing and commissioning teams
- Supervise the preparation of the employer requirements, tender documents, minimum functional specifications for the technical advisors, engineering consultant, independent engineers, design & build contractors, and the Public Private Partnership (PPP), and contribute to initiating the bidding process by providing relevant inputs specific to generation & transmission of wet utilities
- Assist in managing the assessment of the technical bids specific to generation & transmission of wet utilities and support in the selection and appointment of a suitable engineering consultants, technical advisory consultants, independent engineers, design & build contractors, and PPP consortia / project companies.
- Lead & manage the engineering design and the development and delivery the wet utility generation assets including the seawater desalination plants, sewage treatment plants and the waste management treatment facilities.
- Support in developing detailed delivery schedules where the technical services and engineering managers define design, construction, testing and commissioning phases road map and ensuring that time and cost are managed effectively and efficiently.
- Support in reviewing the project design and ensure that the required technical details are obtained from the relevant functions to clarify technical aspects and materials used in the project and provide inputs specific to generation & transmission of wet utilities to contribute towards cost planning.
- Ensure the consultants and the contractors have obtained the requisite permits from the relevant authorities before the wet utilities plans are finalized, tenders are issued to bidders, and the contractors commenced construction works on site.
- Ensure the progress of the engineering design and construction works to ensure the design and construction is being carried out as per the approved plans and in compliance with the contract requirements.
- Asist in the decision of critical issues during the engineering design and the construction phases, verifying claims for extra work, and coordinating with the other TRSUC and RSSG functions where necessary.
- Monitoring the commissioning and testing including the 3rd party testing, startup test, trail run tests, performance tests, reliability tests, annual capacity tests and ensure that all major/ main systems and sub systems for the wet utilities are meeting the technical, functional specifications and the contractual requirements prior to issuing the acceptance certificates for the wet utilities projects.
- Ensure all documents including engineering and technical studies, engineering design reports, drawings and manuals, and operational & maintenance plans are obtained from consultants/ technical advisors, contractors, and PPP companies.
Leadership & People Management
- Manage the activities of the projects and the wet utilities generation assets technical services team to ensure that all work is carried out efficiently in line with the strategic project management plans, policy, and procedures.
- Assist in building and motivating a competent team by setting priorities and objectives, managing performances, and providing ongoing feedback and coaching to meet the functional challenges and goals.
- Serve as a role model to ensure employees awareness and commitment to TRSUC s and RSG s vision, mission, values, fundamentals, and corporate strategy to establish a highly engaged and motivated human resources and continuously improve performance.
- Provide development opportunities to maximize potential and engagement of employees through mentoring, coaching and constructive feedback.
- Contribute to the identification of the respective employees training and developmental needs and bridge the knowledge gaps to ensure continuous progression and high-level of competence within the team.
Policy, Systems, Processes, Procedures, Standards and Reports
- Follow all relevant functional policy, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.
- Ensure preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.
Risk Management
- Identify different aspects of risk pertaining to generation & transmission of dry utilities within technical services function and develop mitigation measures to negate or minimize the effect of these risks and avoid potential delays as well as added cost
- Ensure decisions are made in accordance with ERM policy and guidelines
- Report regularly on the key business risks to the management
Desired Candidate Profile
Bachelor s or Master s degree in electrical, mechanical, chemical, environmental, civil engineering or any related field
- Minimum of 12-15 years of relevant experience in generation & transmission of wet utilities with 5-10 years in a managerial position preferably large sustainable infrastructure utilities project.
- Experience in KSA and GCC countries.
- Knowledge and experience in smart sustainable utilities infrastructure
